أمّا عن التصميم الجديد للبناية التي قامت الجمعية لشرائها لتكون مركزاً للثقافة العربية في مدينة حيفا، فقال المصمّم عبد بدران، الذي عمل على تصميم المبنى لـ'عرب 48'، إن 'مدينة حيفا بحد ذاتها قصة درامية تحكي رواية لم تكتمل أحداثها، والمركز الثقافي العربي كان لا بد له أن يروي جزءاً من مشهدياتها الحياتية، الثقافية والعمرانية، ويكتب نصوصها العربية المعاصرة، التصميم الجديد يقرأ نصوص المدينة الأصلية ويتفاعل معها ويقدّم قرائته للواقع المعاصر في المدينة'.
وأضاف بدران أن 'الواجهات الخرجية للمركز تبني سميولوجية تعتمد على التحليل البنيوي للمدينة العربية التي هدمت من قبل المشروع الإسرائيلي، من قراءة لأزّقتها، أبنيتها وما بينهم من الحركة، المعاني، الثقافة وألوان الحياة'.
وتابع أن 'هذه القراءة تمتد إلى الفراغات العامّة داخل المبنى، ويبقى الإنشاء قائماً، فيصبح الأصل والمحرّف والجديد. ثلاث مشهديات خالدة في ذاكرة وحاضر الرواية'

As for the new design of the building, which is purchased by the Arab Cultural Association, to be the new home for contemporary Arab culture activities in the city of Haifa, the architect/ designer Abed Badran, who is working on the design of the building, said to 'arab48.com', "the city of Haifa itself is an embodiment of a dramatic story, which tells endless events. It was necessary for the new design of the Arab Cultural Center to narrate part of the story scenes, scenes of history, life, culture, and architecture, and to initiate discussion on its contemporary Arab spatial syntax. The new design reads the original space of the city, interacts with it and afterwards it offers a contemporary reader of the city'.
Badran added that 'The new exterior facades of the building construct a new semiology adopted from an analytical and structural reading of the Arab old city, the Casba, which was demolished by the Israeli project's mechanism and its apparatuses, reading of the alleys, the buildings, and the meaning in-between, mutual motion, culture and colors of life'.
He said, 'This reading extends into the public spaces inside the building, where the old construction stays in place, then the origin, the deformed and the new, become the three immortal scenes in the novel's memory and existence. [arab48.com]
